It introduces The Arbiter for the second time, with a different personality to balance Master Chief's stupidity: a wider vocabulary, more serious attitude and a broader taste in games. The tension between the two characters is the main source of comedy and plot, with the characters forming a classic double act.

As both toys' speech is subtitled, the subtitles gained color, with Master Chief's speech colored green and Arbiter's colored purple; the subtitles also moved to the top of the screen. Chief's subtitled speech increasingly used leetspeak spellings; he also started using spoken emoticons, like ":(" pronounced as "sad face". Background music consists mostly of film soundtracks and popular rock and electronic songs, by artists such as Daft Punk, Arctic Monkeys, The Misfits, Lords of Acid or Danny Elfman.
